Italy’s ‘Mattei Plan’: A Bid to Transform Relations with Africa

Italian Prime Minister Giorgia Meloni has unveiled the “Mattei Plan” at a Rome summit, aiming to position Italy as an energy hub and address migration concerns by fostering economic partnerships with African countries. The plan, inspired by Enrico Mattei, founder of Italy’s state-owned energy giant Eni, seeks to establish Italy as a vital link between Africa and Europe.

With an initial funding of 5.5 billion euros, the investments will focus on energy, agriculture, water, health, and education. The plan emphasizes a non-predatory approach, aiming for equal cooperation to unlock Africa’s potential for development. The summit, attended by representatives of over 25 countries, underscores Italy’s strategy to reshape its relationship with Africa.
