Accountability and responsibility of the Government for improved tax collections last year and reward for the honest tax payer in the coming year. Why not a bonus tax refund across the board? Abolish stamp duty on super structure – lower tax on land cost only all over India. Reduce service tax and exempt relevant sectors / also increase taxable limits. Marginal tax on agricultural income of say over Rs 500000 per year. Maximum of three slabs for individual income – Free up to Rs 250000 , 10% up to Rs 500000 , 15% up to Rs 1000000 and 20% over Rs 1000000 (no ceiling). Abolish all deductions and exemptions. Classify persons above 60 years of age as senior citizens. Allow write off all medical expenses certified by CA without limit. Incentives to NRI for retention of remittances in Foreign Exchange. Tax on dividends for promoter holdings at say 5%- will enable promoters to opt more for free issue of bonus shares. Abolish all capital gains on Shares – both short and long term. To compensate levy a higher STT or whatever tax at time of contract itself. Reduce in a big way taxes, duties and other imposts on imported crude – slash final selling price of fuel to the common man. Another VDIS scheme immediately but tax on all years of concealment- at a higher percentage. Special concessions and procedures for completion of most pending IT recovery cases – target for completion – one year. Tax compliance compulsory and evasion to attract 100% penalty. Assesses also to provide a statement of assets and liabilities every year along with tax returns. Exempt persons with only salary income from necessity of filing tax returns. They can just file the Tax Deduction certificate along with PAN number. Simple janata mediclaim policy for every citizen say at Rs 500 per year / Rs 1000 for a family of four. Use the premium income to create at jet speed, medical centers with latest facilities – so that a patient can hold his head high and avoid rotting in the government hospitals. Not waste any more time about tax reforms and simplification of acts. A big team of professional firms can come up with a fresh draft in under three months with or without the Finance Minister participating in the deliberations. Indians have done their duty last year. What is the Finance Minister going to do now instead of simply stating that it is the duty of every Indian to pay tax and more tax every year? Big salary hike to government servants bringing them on par with private sector – but demand the best out of them. Also give them a stern warning that if not performing they would be shown the doors out without mercy.
